Rescuers are racing against time to reach survivors. Meanwhile, South Korea and Japan have pledged aid for those affected. Seoul plans to provide a million dollars in humanitarian assistance to victims. Tokyo said it is cooperating with international organisations to assess the needs of those affected by the disaster and will provide necessary aid.
